dog training hand signals

Why Is it sooo hard to train a Pekingese dog?
It took her a long time to just learn the word sit without any hand signals. But now i can’t get her to lay down. Any suggestions?
There are two ways I have seen to get a dog to lay down.
1) With her sitting facing you, put your hand (with treat!) on the ground and slowly slide it towards her, in between her front legs. Most dogs will lay in order to get the treat. If she just backs up, try doing this in a corner so she has no other option but to lay to get it.
2) Once again, have her sit. Now sit down and position your leg so that it is creating the shape of a triangle, with the floor being the bottom (sorry can’t think of another way to describe it). Hold the treat in your hand and slowly pull it through the opening between your leg and the floor. She will follow, but to get under your leg, she will need to lay down. As soon as she does that, give her the treat and tell her she is a good girl.
Good Luck!
