Extremely protective GSD puppy?

I have a 5 month old GSD and he is very submissive to me and my family. He is very intelligent and stands through obedience training. I give him plenty of exercise every day and it's fantastic how he could walk with walking either beside me or behind me, not from me. If I give him a command, he is very attentive to me. The problem I have with it but when I take him for walks, he barks nonstop when someone us and the closer by the person running towards us, the madder he gets.
