When a puppy is able to distinguish commands?

We have worked with our dog at home (training completed after puppy, waiting intermediate to start), and he learned to sit very well, but how can you keep him until you say ok? I also began to teach him, and was very proud when he learned but now when I say SIT, he goes down. (Only sometimes). Is this normal, and suggestions to help? Thank you!
