You should litter train your dog if you want it to go inside. The website below has good training and has a link for a traing course to train your dog Dont forget to donate to the ASAPCA
Please don’t do that..
I know that its your life and your decision, but a dog is a dog and a dog is supposed go outside for walks and to potty. Way too many people get chihuahuas because they think they are little and cute and can be like little cats and quite honestly that pisses me off…those dogs turn up yappy and “spoiled” and ill mannered and just unhappy! If you want to litter box train something get a cat…a dog needs to go outside and if that doesn’t fit into your schedule then maybe you shouldnt have a dog at all..
I hope i didnt offend you that was not my intent i just really hate it when people treat little dogs like some other animal species…
There is an article on litter box training a chihuahua on this site:

I dont use these things – ignore the ‘accidents’ and praise them when they ‘go’ outside.
Take the puppy out every hour or so and stay out at least 5 mins at a time – this way they get a chance to do the toilet outdoors so you can praise them for it.
While I personally don’t approve of letting dogs pee and poo in the house, I’d say keep an eye on it and when you see that its about to go pick it up and place it on the pad. Usually once the scent is there they’ll go back to it. Worth a try?
There are some real advantages to indoor potty training depending on your situation. Inclement weather can be a real problem for some dogs and owners. So, it sounds like you’ve got the right tools, go for it!
Let me forewarn you though that puppies can produce some particularly… er… odorous effects. Uh, yeah… good luck with that! It is part of the maturing process that you may regret when you first begin. As the puppy matures, and given a good diet it will still smell, but not so bad. Naturally, you will always be disposing immediately and this is not meant as a means to leave your dog alone for hours on end, in which case you will smell up the whole house even if you are successful.
As to the fake grass, that is purely a nonsense thing and probably intended to encourage dogs who already go on the grass outdoors. I know people that have done indoor potty training with nothing more than a tray and newspapers.
The trick to getting started is to get the scent on the target. If there is an accident elsewhere (and there likely will be) clean it up and put the soiled papers (assuming paper towel clean up here) on the target. One success will lead to another. Using praise, it is even possible to get your puppy to eliminate on command.
Good luck and please, be a well-trained owner. Learn everything you can and your chihuahua will be very happy.
The keys to good housetraining include:
* Using a crate to prevent accidents and make it more likely that your pup will eliminate when you take him outside; and
* Rewarding your puppy handsomely whenever he does the right thing in the right place. Punishing your pup for mistakes can actually make housetraining harder.
